What measures can young people under 35 currently benefit from when buying a house?  

Young people can currently benefit from the exemption of Municipal Property Tax on Onerous Transmissions of Real Estate (IMT) and Stamp Duty (IS) on the acquisition of their first home.  

In addition, according to DECO PROTeste, in addition to being exempt from taxes, young people buying a house are also exempt from the registration costs of the property and can access a 100% financed housing credit. Source: Notícias ao Minuto.

It is important to mention that, so far, 25,933 young people have already applied for total or partial exemption from IMT and IS, covering the purchase of 18,213 properties.

The average price of purchased housing was 189 thousand euros, resulting in a total transaction value of approximately 3.4 billion euros.

How do these tax exemptions work?

The Young IMT came into effect in August last year, establishing a specific table for the beneficiaries. This table includes four tiers, ensuring total exemption for properties that fall within the first tier and applying an 8% tax rate on the portion of the value that exceeds this limit.

With the approval of the State Budget for 2025 (OE2025) and the consequent update of the IMT brackets by 2.3%, the maximum amount of total exemption is now 324,058 euros (about seven thousand euros more than in 2024). The portion subject to 8% tax now covers values up to 648,022 euros (higher than the 633,453 euros set in the previous year).

To benefit from this support, which is granted automatically, young people must not have owned properties in the three years prior to buying the house. In addition, the maximum age allowed to access the measure is 35 years, with this condition verified at the time of the deed.
