Study shows that, despite the reduced budget, the desire to travel of the Portuguese remains strong.

The average budget for the Portuguese for summer vacations in 2025 is 1,515 euros, according to the 24th edition of the Annual Summer Holiday Barometer from Europ Assistance, as reported in Notícias ao Minuto. This value represents a 23% decrease compared to the previous year, when the average was around 1,960 euros.  

Portugal continues below the European average of 2,080 euros. Among the 11 European countries analyzed, Portugal ranks 9th, with Switzerland having the highest average budget of 3,052 euros.

When we expand the analysis to the 23 countries surveyed globally, Portugal drops to 18th place. Australia leads the ranking with an average budget of €3,193 per household.

Despite the lower average value, 50% of Portuguese people who plan to travel admit they will spend more this year than in 2024. An apparent contradiction, explained by inflation and the increase in prices in sectors such as accommodation, food, and transportation. Save in the holidays. According to the barometer, Portugal is among the most enthusiastic European countries in relation to travel, with 83% of the population intending to travel this summer. Only Italy (85%) and the United Kingdom (84%) have higher percentages.

Wallet limits plans: Inflation is the main obstacle

Despite the desire to travel, the limited budget continues to be the biggest obstacle. The study indicates that 44% of Portuguese people who do not go on vacation cite financial reasons as the main reason for their decision.

Inflation is the most weighted factor in holiday plans in Portugal, with 85% of respondents mentioning the increase in the cost of living as the dominant concern - the highest percentage among the European countries analyzed.  

The country stands out as the one where high prices most affect the budget allocated to leisure and tourism.

This study is the result of a partnership with IPSOS, and was conducted in 23 countries, including 11 European, North America, Middle East, Oceania, and North Africa.
